Situated in a 5,668 square meter campus located in Kamagong Street, Fortune Village 6, Parada, Valenzuela City, the Valenzuela City Polytechnic College (ValPoly), which has grown into a big campus offering technical courses traces its humble beginnings to the Valenzuela Manpower Training Center (VMTC). It started in October 1982 and was officially inaugurated on November 12, 1982 to serve the educational needs of the Valenzuelano youth who could not afford to go to some universities and colleges but were willing to learn the technical trade.

Through the Ordinance, the VMTC was absorbed by ValPoly in recognition of its significant role in building the capabilities of the youth in contributing to the local and national development.
